Early Years Study

          Premier Mike Harris of the Government of Ontario commissioned the Early Years Report in April 1998. Dr. Fraser Mustard and the Honorable Margaret Norrie McCain co-chaired the Study, which was completed in April 1999. They were assisted by a committed group of ten people who formed the Reference Group. The members brought their own experience and expertise to the table. The co-chairs and the Reference Group tapped into networks in education, health, business, research and community development in Ontario, across Canada and throughout the world.

          The synthesis of knowledge in the final report was completed in consultation with the Population Health, Human Development, and Economic Growth Programs of the Canadian Institute for Advanced Research. Statistics Canada, the National Longitudinal Survey of Children and Youth, and the Education Quality and Accountability Office of the government of Ontario provided information about Ontario’s children. The Ontario Children’s Secretariat provided support to the Study and information about the provincial government’s programs. The text and the recommendations are the work and responsibility of the Reference Group and the Co-chairs.

          The Ontario Children's Secretariat is leading the Ontario government's response to the Early Years Study (McCain and Mustard, 1999).
